Iran Has the 15-Point Plan. Their Response Was Cruise Missiles at a Carrier.
The big picture: The Trump administration’s 15-point peace proposal has been delivered to Iran via Pakistan. It addresses sanctions relief, nuclear rollback, missile limits, and reopening the Strait of Hormuz. BUT Iran’s military mocked the proposal on state television, fired cruise missiles at the USS Abraham Lincoln, and continued attacks across the Gulf. Meanwhile the U.S. is deploying 82nd Airborne paratroopers while claiming diplomacy is on track.
Why it matters: This is the first formal proposal to end the war, which is now in its fourth week. But Iran has historically refused to negotiate on its missiles or militias, and the U.S. attacked during active diplomatic talks twice under Trump, destroying the trust that negotiations require. Also over 1,500 Iranians and more than 1,000 Lebanese have been killed, oil is still up 35%, and the military keeps growing even as the White House talks peace.
The plan: Delivered through Pakistan. Broadly covers sanctions relief, nuclear program rollback (including IAEA monitoring), ballistic missile limits, restrictions on support for armed groups, and reopening the Strait of Hormuz, according to AP and The New York Times. You have mediators pushing for in-person talks in Pakistan as soon as Friday.
Iran’s response: A military spokesman addressed the U.S. on state TV saying, “Someone like us will never come to terms with someone like you. Not now, not ever.” The foreign ministry denied direct talks, but admitted the U.S. sent messages through intermediaries. Iran also confirmed it is now charging ships for passage through the Strait of Hormuz.
The trust problem: Iran’s foreign ministry spokesperson told India Today, “We have a very catastrophic experience with U.S. diplomacy.” The U.S. launched this war on February 28 while negotiations were underway in Geneva, the second time under Trump that strikes occurred during active talks.
The military reality: At least 1,000 82nd Airborne paratroopers deploying this week. You have 5,000+ Marines en route and the White House press secretary is saying, “Operation Epic Fury continues unabated.” Meanwhile Iran fired cruise missiles at the USS Abraham Lincoln, Trump claimed all 100+ were intercepted, Israel conducted multiple waves of airstrikes in Tehran and struck a submarine development center, and a drone hit a fuel tank at Kuwait International Airport, sparking a massive fire.
The death toll:
1,500+ — Iranian civilians killed (Health Ministry)
1,000+ — killed in Lebanon
80 — Iraqi security forces killed
20 — Israelis killed, including 2 soldiers
13 — U.S. service members killed
The markets: Brent crude fell 6% to $94/barrel on news of the plan, dropping below $100 for the first time since early in the war, though it’s still up 35% from pre-war levels as Asian markets opened higher. Economists warn sustained high prices will cascade into food, mortgages, and auto loans.
The bottom line: A plan on paper is more than we had last week so there is technically that. BUT Iran is mocking it on television, firing at carriers, and charging ships to use the Strait. And at the same time Israel says its war plan is “unchanged”, the 82nd Airborne is deploying, and the key question remains: Who in Iran has the authority to negotiate while Israel keeps killing their leaders? The gap between the proposal and reality has never been wider.
